Narconon of Georgia says state intends to revoke its license - AJC

The state Department of Community Health has notified Narconon of Georgia it intends to revoke the clinic’s license for misrepresenting itself as a residential drug treatment facility.

The action came after the department’s latest probe of the Norcross treatment center, the fourth so far this year. In its findings, DCH said that its review of court records from a DeKalb County lawsuit revealed sworn statements from the facility’s executive director confirming that it was knowingly operating as a residential program when licensed only for outpatient services.

An out-of-state drug court manager was also led to believe that the residential services included 24-hour supervision, and the false information harmed the “health and well-being” of the client the court was placing, according to the findings, obtained by The Atlanta Journal-Constitution under an Open Records Request. That client died after a drug overdose.

Barbara Marschalk, attorney for the Norcross treatment center, said Narconon has requested a hearing, as allowed by Georgia law.

“Narconon of Georgia strongly disagrees with the findings mentioned in the Department’s correspondence and corresponding survey report and plans to vigorously oppose any efforts to revoke its license,” Marschalk said Wednesday in a statement. “Narconon of Georgia plans to take all steps allowed under Georgia law to respond to and oppose any sanctions against it as they are unfounded and unwarranted and appear to be based solely on disputed documents produced in connection with an ongoing and very contentious civil lawsuit against it related to events that occurred more than four years ago.”

State looks into Narconon of Grorgia -WSB radio

Narconon of Georgia, already embroiled in a lawsuit over the death of a patient who was court ordered into a residential drug treatment program that in fact never existed, now faces revocation of its license by Georgia health regulators.

 Documents obtained from the State Department of Community Health by WSB Radio News under an Open Records Request show Narconon of Georgia has been found to be violating its license by running a residential drug rehab program while only permitted to operate as an outpatient facility.

 The allegations have plagued Narconon of Georgia since it was founded in 2002. But unable to subpoena witnesses and documents, the Department of Community Health (formerly the Department of Human Services) has been unable to prove in court that Narconon has run a residential program while claiming to be operating an outpatient facility.

 Why would someone do that?

 “By claiming to be a residential program, they can obviously charge a lot more,” said Attorney Jeff Harris. He is suing Narconon on behalf of Patrick Desmond’s family after Desmond died in 2008. (Read more here) Narconon’s executive director is accused in that lawsuit of telling both Desmond’s family and the drug court administrator in Brevard County, Florida, that hers was a 24-hour residential treatment facility when it is not. Desmond, 28, drank throughout his stay at Narconon, according to his family. He then returned home to Florida, relapsed, and was sentenced to return to Narconon. There, according to the lawsuit, while drinking with staff members, he decided to try heroin. He died from a combined overdose of alcohol and heroin.

 While profit is one motive for Narconon to claim it is a residential program even though it is not licensed as such, Harris said an outpatient facility is not under as much scrutiny by regulators as is a residential program. In his suit, which is set for trial in Dekalb County State Court on February 11, Harris contends Narconon has tried to conceal its residential operations by claiming they are separately owned and operated. Harris said testimony and a raft of documents proves that the separate company, Discovery Course, is actually a mere shell company operated by Narconon Executive Director Mary Reiser.....

Will they have Mary 'The liar' Reiser testify at that hearing? Or is this code for Cof$ turning loose the PI's to try and dig up dirt on DCH personel?

If they're smart, they will prevent Mary Rieser from testifying at anything or opening her mouth anywhere again.  She doesn't seem to know the difference between possibly believable lies and out and out BS.  And PIs are always a possibility with anything related to scientology. 

But I have the feeling Narconon International and scientology are just going to let Narconon of Georgia go - or assign someone else to reopen it under new management, which will mean a new license could be issued to NNGa 2.0.

Someone local should remind DCH to notify the IRS and GA tax department when they pull NN GA's license. Wouldn't want anyone else sliding in trying to use their tax breaks under another name.

It's entirely possible, since I'm sure yours took longer to put together than mine.  I wish vBulletin had the same feature that SMF does that warns you if someone has posted while you've been composing yours.  (I'll have to see if there's a plugin for that for vB.)

Georgia based Scientology-connected Narconon may lose license (God Discussion - blog)

....A new investigation is being spearheaded, which included an unannounced inspection of the facility this past November, which determined the facility had violated the law to the severity that it caused death and/or serious physical or emotional harm and poses and imminent and serious threat to patients.

Narconon Attorney, Barbara Marschalk, has stated she will file a request for a hearing, which may take several months to complete, during which Narconon will be allowed to operate.

As a substance abuse social worker in St Louis, several years back I had several patients who said they had been to Narcanon in Oklahoma for substance abuse treatment and had been subjected to some strange things like long Saunas and mega dose vitamins which they didn’t think helped them. As I had no experience with this program I was wondering if they were being fully truthful. In reading articles about Narcanon I later have come to believe that this program uses some dangerous and non therapeutic approaches to treatment. As several persons have died in these programs from suspicious causes including possible toxicity from toxic doses of vitamins, possible over heating from saunas and in some cases the possible withholding of prescribed medications, these programs deserve a more complete investigation. Several references for possible research include.
The national institute of Drug abuse. Some reliable evidence based treatment approaches on substance abuse..

Although I have not researched this program much, as I am busy treating substance abusers in Missouri in an agency which uses good treatment approaches, I do believe that this group which is apparently connected with the Church of Scientology needs to be more carefully scrutinized due to both public safety and concerns about ethical treatment.

I'm right there with you!  Hopefully, they won't revert their decision this time, like they did in 2007.  Is it possible that we're more of a threat (or an annoyance) to them than Narconon's lawyers?

Thanks for the info, BMF.  If we can just get them out of Georgia, that will make me happy.  Then the work can continue on the other states.  The fewer states, the fewer state agencies to deal with.
