Thought it time to start a separate thread about this supposedly upcoming Maryland Narconon program which would never meet the requirements for licensing in Maryland, nor would their 'drug counselors"

This is the program I presume they plan on sending all the alcoholic and drug addicted heavy hitters in DC that the connect up with via their National Affairs Office. The location is very close to Camp David and is a former presidential retreat.

I posted this info a while back, but there is an update, past this

They may be closing down, but I heard that Brian is somewhere opening up a 250 bed facility.  Could be false, but source has no reason to lie to me.

Probably working at the Thurmont property in Maryland ( mentioned as Washington DC. Of course, it's not licensed and never will be. Supposed to a 'training center' but you know how these crooks work.

Land sold Sept 2013 to the state. Not sure about property

1. What types of programs need certification?

All alcohol and drug treatment programs and prevention programs require certification by the State. However there are some organizations and programs that are exempt from certification due to having solely a meeting and support design rather than approved treatment or therapeutic co
mposites (i.e. Narcotics Anonymous, Alcohol Anonymous, Transitional Housing and Employee assistance Programs). Also, there are some
treatment programs and prevention programs located in hospitals that can apply for exemption from certification by written request because they are accredited according to the Behavioral Health Standards by the Joint Commission.

4. I’m interested in helping people in recovery by providing housing options but I’m not an Alcohol and Drug Counselor. Can I still provide housing assistance to others and not pursue a substance abuse program certification?

The Administration does not certify transitional housing programs or other similar organizations that hold meetings or provide support service to help
individuals who show the effects of alcohol and drug abuse. There are specific zoning requirements in each State locality. Contact your local Zoning office for the zoning requirements in your community.

5. My program certification expires soon. What do I have to do to apply for recertification?

Comply with local, federal, State laws and local sanitation, building, fire
codes, and zoning requirements. Make certain that you have a current State
fire inspection. A renewal is submitted, only, if you are requesting a recertification of the same program levels of treatment last certified. Complete the current application approved by the Administration and indicate in the “type of certification” section that you wish a re
newal of your current certification.

Mail the completed application to the Office of Health Care Quality.
In accordance with the provisions of State Government Article 10-226(b) a
sufficient application for renewal of the license must be made at least two
calendar weeks prior to the expiration of the license if that license is to remain in effect while the unit makes a final decision on its status. Your approval will then remain in effect until such time as a renewal decision is made.

As currently required by COMAR 10.47 (Revised August 2008):
“This application may be used for combinations of certification requests, e.g.
a renewal application may also include a change in program location or an
addition or deletion of service level. Please check all that apply. However, a
separate application must be completed for each physical site”.

7. I’m interested in becoming an Alcohol and Drug Counselor. Where do I find more information?

Although the Office and Health Care Quality will review the credentials and appropriate privileges of staff at substance abuse programs, it does not evaluate issue or verify Alcohol and Drug Counselor approvals. Please contact the State Board of Professional Counselors & Therapists for further in

8. How do I know if a program that is advertising alcohol and drug treatment is approved by the Administration?

When certified, the substance abuse program receives a Certificate of
Approval from the Administration. The program is required to post the State Certificate at a conspicuous location within the program for public awareness and information. Request to see the program certificate.

.03 Certification Required.

A. All programs and prevention programs shall be certified by the Department before program services and prevention program services may be provided in the State.

B. The following are exempt from certification under this chapter:

(1) A health professional licensed under the Health Occupations Article who is treating patients within the scope of the professional's practice and who does not advertise the practice as an alcohol abuse or drug abuse program;

(2) Alcoholics Anonymous, Narcotics Anonymous, transitional housing programs, or other similar organizations, if the organization holds meetings or provides support services to help individuals who show the effects of drug abuse or alcohol abuse;

(3) An employees' assistance program of a business entity; and

(4) A hospital as defined in Health-General Article, §19-301, Annotated Code of Maryland, accredited by the Joint Commission on Accreditation of Health Care Organizations with a separately accredited alcohol and drug abuse program.

C. All programs offering drug and alcohol treatment, care, and rehabilitation are required to be certified except as in §A of this regulation.

D. Each level of service offered by a program requires a certification.

E. A separate certification is required for each physical site regardless of the service.

F. A certification is valid only for the program to which it is issued and is not subject to voluntary or involuntary sale, assignment, or transfer.

G. Upon sale, transfer, assignment, lease, or relocation, the program shall obtain a new certification.

.06 Waiver and Variances.

A. Upon written request by the program, the Director shall issue a written decision which may:

(1) Grant a variance or waiver from a regulation if the:

(a) Variance or waiver would not endanger the life or safety of a patient in a program; or

(b) Intent of the regulation to which a variance or waiver is sought meets the alternative proposed by the program; or

(2) Deny the variance or waiver.

B. The Director may grant a variance or waiver that:

(1) Remains in effect for as long as the program continues to comply with the conditions under which the variance or waiver is granted; or

(2) Is time limited.

C. The program is responsible for maintaining a copy of the decision in its certification file.

A. Administrator.

(1) A program shall have an administrator.

(2) Qualifications. The administrator shall:

(a) Possess a working knowledge of all applicable State and federal laws;

(b) Possess a working knowledge of program management skills;

(c) Be employed as an administrator before October 1, 2002; or

(d) Have at a minimum:

(i) A bachelor's degree from an accredited educational institution; and

(ii) At least 5 years of documented experience in human services, 2 years of which include providing administrative or clinical supervision.

(3) Duties. The administrator shall ensure that the program complies with all applicable State and federal laws.

B. Clinical Director.

(1) A program may have a clinical director.

(2) The clinical director functions under the administrative supervision of the administrator.

(3) Qualifications. The clinical director shall have at a minimum:

(a) A master's degree in counseling or a related discipline regulated under the Health Occupations Article, Annotated Code of Maryland, and certification or licensure as an alcohol and drug counselor by the Board of Professional Counselors and Therapists; or

(b) Approval to supervise by the Board of Professional Counselors and Therapists.

C. Clinical Supervisor.

(1) A program shall have a clinical supervisor.

(2) Qualifications. The clinical supervisor shall:

(a) Be employed as a clinical supervisor before October 1, 2002; or

(b) Have at a minimum:

(i) A master's degree in counseling or a related discipline regulated under the Health Occupations Article, Annotated Code of Maryland, and certification or licensure as an alcohol and drug counselor by the Board of Professional Counselors and Therapists; or

(ii) Approval to supervise by the Board of Professional Counselors and Therapists.

(3) Duties. A clinical supervisor may carry a caseload at the discretion of the administrator.

D. Clinical Staff.

(1) Qualifications. All staff employed as alcohol and drug counselors shall, at a minimum be:

(a) Licensed or certified as an alcohol and drug counselors by the Board of Professional Counselors and Therapists;

(b) Approved by the Board of Professional Counselors and Therapists; or

(c) Licensed, certified, or permitted under the Health Occupations Article, Annotated Code of Maryland to provide substance abuse treatment.

(2) Credentials. The administrator shall ensure that program staff, including students, interns, and volunteers, are credentialed and appropriately privileged.

(3) Policies and Procedures. All clinical staff, including the administrator, clinical director, and clinical supervisor, shall review the program's policies and procedures and shall sign a statement saying that they reviewed and understood the policies and procedures.

I remember Cof$ buying the Thurmont property. At the time I thought they were going to have a hard time meeting MD requirement to get licensed as a rehab. Any word on that front, or could that be part of why they are obviously looking at going the "faith based" route? Even though going "faith based" is pretty much going to throw existing NN's with current law suits under the bus for claiming to be "secular".


I think something must have happened to derail the Maryland site, but I don't know what that would be. DM was more hyped up about this than any other Narconon. "In our nation's capital." Which it isn't, but whatever. They need a CNN in EUS to complete this plan. It could be Maryland, it could be Clearwater, or it could be some new location. I doubt it will be Georgia.

Just an update here. I spoke with Ms. Doris Williams of the compliance section of the Maryland the Dept of Health and Mental Hygiene Office of Health Care Quality at the Substance abuse licensing unit. She told me that she wouldn't be able to know if an application was in progress because a different department handles that but she could look up to see if they received a license. I gave her the name and address of the property. She looked on her computer system and stated that there is is definitely no facility licensed under the name Narconon in the state of Maryland. She stated that there is only 1 licensed program in Thurmont, MD, operated by Catoctin Counseling Centers located at 112 E. MAIN St. She said they they have been licensed for many years and deliver only outpatient rehab, as well as a running a licensed DWI Early Intervention Education Class.

I checked out Catoctin Counseling Centers website. They have 4 facilities in MD, Thurmont being their oldest, and have been in business for  '20 years' It's clear to me that they are unrelated to Narconon Trout Run, whose property is located at 12929 CATOCTIN HOLLOW Rd.

I explained to Ms. Williams my concerns that they might be operating illegally, that they are promoting the program to certain people as a new facility. It's not clear from the written informatio if it's upcoming or already operating.  That they bought a $4.5 million dollar property last year to run the program and that they are also calling it Narconon D.C. as well. I stated that they  have purchased some websites that contain the name the name Narconon trout Run but these are currently inactive / parked.  I asked what should one do if it is found that Trout Run is advertising for patients or found to be operating as a facility without a license. She said to definitely report it via the complaint system with as many details as possible. She then gave me the site link where one can file a complaint online, or print out a form and email it or send it in by mail. Here is what the page says:

Yes, but the event about the Baltimore Life Improvement Center which may or may not be located at the dental clinic.  Baltimore Life Improvement Center is or will be a new mission or group of the church of that name, not a Narconon.

John Stanard is just asking if he can give an update on the new upcoming Narconon ( Trout Run aka DC ) at that Baltimore Life Improvement Center event. I doubt that dentist has anything to do with Narconon but certainly there is yet another scientologist dentist branching out to help expand the cult.

You know, if a rehab has to try to evade scrutiny by being so secretive, potential clients really have good cause to be concerned about why they're trying so hard to hide.  If I were in the position of a potential client having concerns like this, I'd just go ahead and cross it off my "potential facilities" list.

Owners of the storied Trout Run property are seeking a county historical designation so they can convert the Thurmont retreat into a substance abuse center affiliated with the Church of Scientology.

The 40-acre camp whose stream was once fished by President Herbert Hoover was sold in 2013 to a Los Angeles-based property holdings group. The property’s new owners are looking to renovate the rustic Catoctin Mountain lodges for the opening of a drug treatment center run by the Narconon program. [..]

Having been through several "Historic Places" hearings, a bit of advice. If you go, don't go off on a tangent about how bad narCONon is. Comments at public hearings are normally limited to the specific subject the hearing is about. In this case whether to list the facility as a 'Historic Place' or not.

Any discussion related to narCONon itself, e.g., all the lawsuits currently on going, etc., that do not relate directly to the site designation discussion, one way or the other, will either be cut off or ignored.

It would be helpful to see what would clearly denote a non-historic location. And if you know who sits on the approval panel, background material could be sent so they know what they are up against, i.e., who is moving into the neighborhood.

If you are in the area and go to speak, I would suggest pointing out the "Historic Property" disasters Cof$ has already been involved in. Don't have time to dig out the locations right now (on my way out the door), but there's the UK building full of squatters that still hasn't been repaired since the fire. The US (Milwaukee??) historic building they got slapped down on for pulling the blue terazzo front off, and being ordered to put it back. The Boston building that was supposed to be renovated, but ended up being torn down. There are others, but the general idea is to point out what really, really, bad stewards of historic properties these folks are.
