Re: Anonymous Citizen Whistleblower Complaint re: Narconon

Dear Deputy Director Baylor and Chief Perez:

I am very concerned that Narconon is listed on the DHCS website under http://www.adp.ca.gov/CARE/links.shtml. This gives it an apparent seal of approval from the state.  Please look into this and remove the listing.

Narconon is a dangerous fraud, a front group for Scientology, and does not provide treatment.  In fact it provides only Scientology coursework.  Narconon preys on vulnerable families and can result in death.  The staff are not certified and there are no medical professionals on site.

The problems are becoming more obvious every week with new lawsuits being filed documenting the fraud and the use of Narconon as a recruitment opportunity for Scientology.

•   Last week an article by Nanette Asimov in SFGate showed they are back in some California schools in spite of a state finding that the program is bogus (http://www.sfgate.com/education/article/Narconon-Misleading-antidrug-program-back-in-5504351.php)

•   Narconon advertises a 70% or more success rates in spite of the fact that their legal affairs director says there is no basis for that claim and asked them to not make the claim.  (http://tonyortega.org/2013/04/01/leak-narconons-legal-affairs-director-admits-no-scientific-basis-for-advertised-success-rates/)

•   Narconon is currently being sued for fraud by families of patients in 10 federal lawsuits - see (http://tonyortega.org/2014/05/28/scientologys-drug-rehab-system-hit-with-tenth-federal-fraud-lawsuit-by-las-vegas-attorney/#more-15072).  Four of the fraud lawsuits are against California Narconon facilities:
o   Angelo Amato (San Diego)
o   Christy Estrada and Branden Chavez (San Diego)
o   Kenneth and Jered Mowery (Watsonville)
o   Robin Jones, James Ramirez Sr. and Jr. (Watsonville)

•   Last week, Narconon was also sued for fraud in federal court by National Association of Forensic Counselors (NAFC) for faking credentials (see http://www.news9.com/story/25624120/federal-lawsuit-filed-against-narconon-for-fake-certification).

•   In August, 2013, Narconon's flagship facility in Arrowhead, Oklahoma lost its state certification after the deaths of three patients in a period of months (http://www.mcalesternews.com/breakingnews/x1981930665/Narconon-Arrowhead-loses-state-certification).

•   There are also numerous lawsuits for fraud against the same Arrowhead, Oklahoma facility (http://www.newson6.com/story/21762600/5-more-lawsuits-filed-against-narconon-arrowhead-rehab-facility)

•   In September 2013, the Narconon in Atlanta, Georgia closed down to avoid being charged with fraud (http://www.ajc.com/news/news/local/narconon-of-georgia-surrenders-license-avoids-pros/nZ7Sw/).  However, in violation of the spirit of the agreement, they did not say they had shut down - they told potential customers they were full, and referred them to other Narconons. (http://tonyortega.org/2013/09/26/shut-down-scientology-drug-rehab-claiming-its-full-says-mother-of-insurance-fraud-victim/)

•   Narconon in Quebec was closed down by the health department in 2012 because of danger to patients, four of whom had been hospitalized because of methods used by Narconon. (http://www.cbc.ca/news/canada/montreal/scientologist-run-rehab-centre-ordered-closed-in-quebec-1.1226881).

Scientology is a very dangerous and scary organization and does not allow criticism of any kind.

I am asking that you please remove your support of Narconon, in order to protect vulnerable Californians.  Thank you for your attention.

Nice letter.

Only Arrowhead's "medical" detox lost its certification. Although, the linked article spells it out.

I hope you'll post the response when it comes in.
