If you click on the 'about' link to the far right, and just below, the 'Search' box it says the list is updated monthly. You have to scroll down quite a ways, but it's there, "Posting Frequency    Monthly". It doesn't say when during the month though.
Well... According to that list, Huntington Harbor House expired 2016-02-29, and Sunshine Summit Lodge (Warner Springs) expired 2016-03-31. They might update it monthly, but I think there's quite a bit of lag built-in as well.

They have an API:

While the dataset gets updated monthly, who knows how long the folks who handle the physical paperwork take to put it into electronic form to go into the dataset. In a long past job, I'd see data entry folks take weeks to get to various things sitting in their "In" baskets. They had their own way of prioritizing things, basically customer stuff first, stuff management wanted to see second, and anything else whenever they got around to it.

CHHS updated yesterday. Narconon Ojai changed its phone number, Elevate Addiction Services - Santa Cruz was messed with, but the licenses for Sunshine Summit Lodge and Huntington Harbor House remain expired.

There are no new licenses listed for either location, and nothing obvious for either city.

And now Huntington Harbor House has dropped off the CHHS list completely. Dead or just resting?

There are changes at other locations. Looking at them..

The other changes are mainly removal of the redundant location address.

Sunshine Summit Lodge still shows as expiring March 31, 2016  ???

Elevate Addiction Services - Santa Cruz (Redwood Cliffs) total occupancy went back up to 73, the total of the three locations (and presumably the two other locations subbed under the main location).

Overall, Narconon Fresh Start doesn't look too healthy:

Huntington Harbor House had an expired license and dropped off the list completely on Friday.
Sunshine Summit Lodge shows an expired license (even though they seem to be open).
Narconon JLB Ranch - a satellite of SSL. License okay, but doesn't seem active.
Narconon South Texas has "retired" licenses.
A Life Worth Living - couldn't find a Colorado license list.
Rainbow Canyon Retreat - Nevada, so what's a license?
