Narconon Fresh Start (California) may have the most. http://narcononreviews.net/management/mgmt-narconon-southern-california-fresh-start/

Just to roughly dbl check that the Warner Springs facility has the most cases pending against it after Arrowhead, here's a cheat sheet of sorts for stats from another project I work on for tracking FEDERAL cases.

NOTES: Cases that are in state/county level courts will be missing from these numbers, and while all of these are based on recent cases from 2012 or later, some of these might not be "currently pending" if they settled in past year or so. And I can live with that as an easier means of prioritizing targets (rehabs with the highest number of recent cases rather than currently pending)

California Central District Court
Narconon Freedom Center d/b/a Narconon Freedom Treatment Center = 3 lawsuits
(Lovett, Nord-Shafer & Kennedy, Tyler & Debay)

California Northern District Court
Narconon of Northern California d/b/a Redwood Cliffs = 3 lawsuits
(Mowery, Jones, O’Connell)

California Southern District Court
Narconon Fresh Start d/b/a Sunshine Summit Lodge = 6 lawsuits = POTENTIAL TARGET #3?
(Chavez, Amato, Burchett, Brown, Keller, Henning & Tetreau)

Colorado District Court
Narconon Fresh Start d/b/a A Life Worth Saving = 5 lawsuits = POTENTIAL TARGET #4?
(Mott, Matthys, Levy, Courson, Vairo )

Florida Northern District Court
Narconon Gulf Coast = 1 lawsuit
(Guidotti)

Louisiana Middle District Court
Narconon Louisiana New Life Retreat  = 1 lawsuit
(McHenry)

Michigan Western District Court
Narconon Freedom Center, Inc = 2 lawsuits
(Prevec, Currey)

Nevada District Court
Narconon Fresh Start d/b/a Rainbow Canyon Retreat = 11 lawsuits = POTENTIAL TARGET #2?
(Peet, Welch, Tarr, Geanacopulos, Yates & Pugh, Winchell, McClure, Tino, Koslow, Martin, Nardella)

Oklahoma Eastern District Court
Narconon of Oklahoma, Inc. (Narconon Arrowhead) = 2+ lawsuits = CONFIRMED TARGET #1, HARPOONS FIRED
(Western World Insurance, NAFC, plus others at not in fed court)

Feedback wanted on the above info gathering - anything jump out as wrong for those who know this stuff well? Am I missing anything besides non-federal recent cases? And is there any exceptions to Ryan Hamilton norm of filing in federal court where I should had factor in state/county level cases for accuracy sake?

Barring feedback pointing out discrepancies or exceptions that need accounted for in these rough cut lawsuits counts, and/or any new cases getting filed in the next couple weeks, it looks like Rainbow Canyon in Nevada should be my next priority, followed by Sunshine Summit in Warner Springs.

Thanks for the cheat sheet.   I think most of the cases in the past, that is, before Ryan Hamilton, and some since, were filed in local courts rather than federal, and there are still some of them going on.  I'd have to do a one-at-a-time assessment to know for sure which ones, though.

I have trouble keeping up with all the cases, and really wish we were better organized - though I understand the herd of cats mentality too.  Offers of help from spectators would be most welcome.

I do greatly appreciate the time you put into your projects, too, AnonLover.

Dialing in on Rainbow Canyon, it appears the Caliente City Police offices have been rolled into the Lincoln County Sheriff's Dept and Nevada Highway Patrol and EMS/Ambulance service is in the Caliente Fire Dept.

And I haz a map:

Ugg. It did help me size up the situation here, which is - Arrowhead is gonna be tough one to nail down. What with all the business names, screwy addresses and jurisdictions. So I plotted a map for prioritizing:

Arrowhead map updated to include the satellite medical detox center address in McAlester.

My Rainbow Canyon map has been updated to include the offsite housing location at the former Caliente Hot Springs Motel and Spa.

https://mapsengine.google.com/map/u/0/edit?hl=en&authuser=0&mid=z9QbGC-jR3tI.kyVK6K4lIABg

The primary Nevada Narconon location has been fired on, and I'll hit this secondary address as a follow up open records request later on.

Next up - I'm soon ready to hit the Narconon facility in Warner Springs, CA.

From Ethercat's cheat sheet, this appears to be the relevant business names:
      Warner Springs, CA
         * JLB Ranch (Narconon Southern California/Fresh Start)
Narconon San Diego (Narconon Southern California/Fresh Start)
Narconon Warner Springs (Narconon Southern California/Fresh Start)
Sunshine Summit Lodge (Narconon Southern California/Fresh Start)

Matching business names to addresses from Narconon Reviews data:

JLB Ranch
Doing business as: Narconon JLB Ranch, JLB Ranch
Address: 5955 Highway 79 Warner Springs, CA 92086
http://narcononreviews.net/location/jlb-ranch/

Narconon San Diego
Doing business as: Narconon San Diego, Narconon Warner Springs, Sunshine Summit Lodge
Address: 35025 Highway 79, Buildings A, G, I, & J Warner Springs, CA 92086
http://narcononreviews.net/location/narconon-san-diego/

Sunshine Summit Lodge
Doing business as: Narconon San Diego, Narconon Warner Springs, Sunshine Summit Lodge
Address: 35025 Highway 79, Buildings A, G, I, & J Warner Springs, CA 92086

Stupid question - this is all one facility right? (Even though JLB Ranch has a slightly different street address?)

Background question - has this place gotten any negative local media coverage aside from the recent lawsuit announcements?

Bonus question - does this facility have any additional satellite addresses I should be aware of?

TIA!

There are two facilities licensed by the California Alcohol and Drug Program (ADP) in Sunshine Summit, Narconon Fresh Start JBL Ranch and Narconon Fresh Start Sunshine Summit Lodge.

In 2002 Narconon Southern California was required by the County of San Diego to apply and have approved a Major Use Permit (MUP) in order to operate a residential drug rehab facility. After two planning commission hearings and an appeal to the County Board of Supervisors, the MUP (MUP 01-020) was approved in December 2002 and Narconon Warner Springs opened in 2003.

Narconon Warner Springs, Narconon San Diego, Sunshine Summit Lodge and now Narconon Fresh Start Sunshine Summit Lodge are all the same facility. The address is 35025 Highway 79 Warner Spring CA 92086.

Narconon Fresh Start JLB Ranch 35955 Highway 79 Warner Spring about a mile west of the lodge on Highway 79 opened sometime in 2009/2010 not sure the date, perhaps someone could find out.

Due to serving 6 or fewer clients Narconon JLB is not required to have a MUP to operate- reply #5 http://forum.reachingforthetippingpoint.net/index.php/topic,6887.0.html

But to be licensed by ADP the facility is required to provide a fire clearance from the fire authority that has jurisdiction, in this case the San Diego County Fire Marshal. The form required is ADP’s Form 850 and it is completed by the fire marshal then submitted to ADP.

In the case of JLB Ranch, the size of the house and layout determines the number of clients/staff that can reside at the facility, six clients and two staff.

As far as I know the only negative press that Fresh Start Sunshine Summit has received is a boil water order   http://boilwateradvisory.blogspot.com/2010_08_18_archive.html.

They do have three other houses they use for housing staff and at one time were issued a cease and desist order from the state due to housing clients.
 http://www.dhcs.ca.gov/provgovpart/Documents/Suspended_and_Revoked_Programs.pdf

The Barn is a building located on the same property where  JBL Ranch is located and they now used it to house staff ( students ?).

The Barn 35955 Highway 79 Warner Springs, CA 92086 License Number: Unlicensed Facility Cease and Desist Issued: September 6, 2012

The Big House is located next to the only store in Sunshine Summit and Narconon purchased the house from them.

The Big House 35422 Highway 79 Warner Springs, CA 92087 License Number: Unlicensed Facility Cease and Desist Issued: September 6, 2012

The Top House is located on a hill behind the Fresh Start Sunshine Summit Lodge and is part of the main complex, due to fire issues concerns  Narconon was required by the county and is part of their Major Use Permit (MUP)  to limit individuals housed in the Top House (it is building "A" in the MUP) to staff only.

The Top House 35025 Highway 79 Warner Springs, CA 92086 License Number: Unlicensed Facility Cease and Desist Issued: September 6, 2012

They also own the house across the street from the Lodge facility to house staff, one other place not sure if they own or rent is in between the Lodge and the Big House. I believe it was referred to at one time as the Blue house.

I just remembered they also own the house next to the Lodge facility (west) it was purchased at the same time as the Lodge complex but is not part of the licensed facility.

It may take some time but I will try and get you the addresses for house across the street, Blue house and the house west of the lodge complex.

Thank you Sunshine! That info is extremely helpful!!

Any chance you can also help me figure out if Sunshine Summit falls under the jurisdiction of Los Coyotes Policed Dept (1500 Camino San Ignacio, Warner Springs, CA 92086)?

OR San Diego Sheriff's Dept (1424 Montecito Rd, Ramona, CA 92065)?

Just a note: The corporation NARCONON SAN DIEGO was suspended 03/18/2005. It is a Late Corporation. The only real corporation involved seems to be Narconon Fresh Start, using many names.

A Doing Business As (in California Fictitious Business Name) is a registered alias, registered at the county level. Web information is spotty. Los Angeles Country has now gone pre-Internet and won't divulge the owner of a name without physical presence in their office and $$. (D'fuck, maybe if I send them a telex message? So much for access to information of public record in the 21st century.)

The California State Association of Counties list of county web sites is totally 404, so Google is probably your friend for finding the county site which might tell you the owner.
http://www.counties.org/default.asp?id=7

Sunshine Summit Lodge is in San Diego County. For some reason, I remembered  Narconon JLB Ranch as being over the line in Riverside County, but the California Department of Health Care Services license/certification list says San Diego. *shrug*

To clarify, JLB Ranch is not one of the names of Sunshine Summit Lodge1 (that's what the * signifies on the cheat sheet), but it is in Warner Springs, so if the police department is the same, you might as well include it too.

By the way, if you go to the page for each Narconon, which you can reach from the sidebar Narconon Locations menu, there is info about the address, county, registered agent, management, etc.2 at the top, i.e.,
http://narcononreviews.net/location/jlb-ranch/
http://narcononreviews.net/location/sunshine-summit-lodge/

The Narconon Management page gives the names of the Narconons they manage (for lack of a better term):
http://narcononreviews.net/management/mgmt-narconon-southern-california-fresh-start/

1 Although if Sunshine Summit Lodge is housing people there, maybe it is really the same now.
2 as best as we can determine or keep up with this info.

I'm soon ready to file the first of several record requests on Warner Springs rehabs, using these two addresses:

Sunshine Summit Lodge (and Top House)
Doing business as: Narconon San Diego, Narconon Warner Springs, Sunshine Summit Lodge
35025 Highway 79, Buildings A, G, I, & J Warner Springs, CA 92086

The Big House
35422 Highway 79 Warner Springs, CA 92087

I'll hit JLB Ranch addresses in a later request.  But if we can nail down any additional addresses for the Sunshine Summit Lodge housing locations between now and the end of the week, I'd be most grateful.
