I noticed Narconon International commented in their 2012 Form 990 that they had 54 centers worldwide (one less than 2011) 1811 beds worldwide and 1825 clients graduated worldwide. So if I did the math right that's approximately one client per bed per year worldwide.
So I went back to check a few other 990's.
1998

45 centers worldwide, 532 clients worldwide graduated = 11.8 clients per year per center worldwide
1999

Looks like they lost 10 centers.
35 centers worldwide, 590 clients worldwide graduated = 16.9 clients per year per center worldwide
2000

37 centers worldwide 775clients worldwide graduated = 20.9 clients graduated per year per center worldwide
2001

They do not mention how many graduated but there was an increase of 185 between 1999 and 2000 so let's add 200 to the 2000 figure 775+200 = 975 clients who graduated.
So 4900 clients started the program guesstimate 975 completed.
37 centers worldwide 975 clients worldwide graduated = 26.3 clients graduated per center worldwide
If you use the 975 figure, 4900 started 975 graduated = 19.9% graduation rate worldwide
2002

Does not indicated how many clients completed the program but how many per week completed a course.
Not sure how to figure this, if it typically takes 3-4 months to complete the program using 4 months for each individual and they average 1200 per week that would be 4800 per year (12 months in a year 4 turnovers per year = 4x1200= 4800 and that is close to the 2001 figure) if all who started graduated but it appears only 400 per week completed one of the courses so 4x400=1600 clients who graduated.
Using the 2000 figure for number of facilities worldwide of 37.
37 centers worldwide1600 clients worldwide = 43 clients graduated per year per center worldwide
Assuming 4800 started and 1600 completed = 33.3% graduation rate worldwide

Look like they lied on their 2002 Form 990 (1200 per week).
Does not mention the number of facilities but in 2000 they had 37 using that number.

If it typically takes 3-4 months to complete the program using 4 months for each individual and they average 820 per week that would be 3280 per year. (12 months in a year 4 turnovers per year = 4x850= 3280).
