Title: USA Police Departments for Narconon FOIA Requests?

So I've been having a lot of fun lately filing FOIA requests on Scientology stuff via MuckRock.com. And it occurred to me that I should eventually hit some Narconon targets once I'm done working the current Scientology-related angles that have piqued my dox-loving interests. Sort of like what was done in Australia.

So if folks can gather me a list of local police departments ITT for Narconon facilities, along with basic contact info for each police branch just in case I need to get it added to the MuckRock database, plus the rehab's address/phone it relates to,  I'll take a shot at trying to get police blotters and/or incidents reports released for each facility.

After all - the more ya know! ;)

I'll start you out with a list of cities and the Narconons.  I'll also include all the names I know of that the Narconons have gone by.  This way, hopefully people will assist by getting the Police Departments for all of these, and your requests can include all the NN names, so the dox will be complete and not just for that one name.

This is (part of) the "cheat sheet" I use on Narconon Reviews to classify each by location.  A * indicates that the facility is a different place than the others in the same town.  This may also include NNs that have closed, but it may still be worthwhile to get any reports.  There may also be some that aren't listed yet, especially for Per Wickstrom. Managements are also included in parentheses.  The addresses of the facilities are listed for each location at Narconon Reviews (for instance Narconon of Northern California, Narconon Watsonville, Vista Bay (Watsonville), and Redwood Cliffs (http://narcononreviews.net/location/redwood-cliffs/).

I have a good use for police departments on Narconon Reviews also, and hadn't gotten around to looking them all up yet, so I hope this effort will be successful.

Edit: It may in some cases be the county police department you need to go for, instead of the city, depending on whether the NN is within city limits or not.  Counties are also listed on the Location pages (as above with address) for each Narconon.

Ugg. It did help me size up the situation here, which is - Arrowhead is gonna be tough one to nail down. What with all the business names, screwy addresses and jurisdictions. So I plotted a map for prioritizing:

I am attempting to hit this stuff in a half-assed order of shortest distance + type of agency: so closes agencies as the crow flies first (police departments), then EMS, and eventually the Sheriff depts. Correction - In Oklahoma, EMS services are apparently privately owned businesses that are subcontractors of country agencies. So I might not be able to hit those directly.

Wonder if Arrowhead State Park rangers ever had any interaction with the rehab or those that worked there or possibly fled onto park land?

S'ok, since I'm not real savvy with keeping track of which rehab is where and operating under which alias, just to make sure I'm acquiring the right target...

This would be the SoCal "Fresh Start" facility that has a physical address in Warner Springs, CA currently using the name "Sunshine Summit Lodge" and aka known as "JLB Ranch" ?

Actually, that's what I was doing because my next steps start with using the city/state to find possible law enforcement agencies, then move on to using the actual address to dial in on which one and/or draft the FOIA request letter(s).

And since there was more than one Narconon Southern California in EC's cheat, I just wanted to make absolutely certain I had the all-important first piece of info (the right city) identified for proceeding with my next target (based on which rehab after Arrowhead has most pending lawsuits).

Just to roughly dbl check that the Warner Springs facility has the most cases pending against it after Arrowhead, here's a cheat sheet of sorts for stats from another project I work on for tracking FEDERAL cases.

NOTES: Cases that are in state/county level courts will be missing from these numbers, and while all of these are based on recent cases from 2012 or later, some of these might not be "currently pending" if they settled in past year or so. And I can live with that as an easier means of prioritizing targets (rehabs with the highest number of recent cases rather than currently pending)

Barring feedback pointing out discrepancies or exceptions that need accounted for in these rough cut lawsuits counts, and/or any new cases getting filed in the next couple weeks, it looks like Rainbow Canyon in Nevada should be my next priority, followed by Sunshine Summit in Warner Springs.

Thanks for the cheat sheet.   I think most of the cases in the past, that is, before Ryan Hamilton, and some since, were filed in local courts rather than federal, and there are still some of them going on.  I'd have to do a one-at-a-time assessment to know for sure which ones, though.

I have trouble keeping up with all the cases, and really wish we were better organized - though I understand the herd of cats mentality too.  Offers of help from spectators would be most welcome.

I do greatly appreciate the time you put into your projects, too, AnonLover.

Dialing in on Rainbow Canyon, it appears the Caliente City Police offices have been rolled into the Lincoln County Sheriff's Dept and Nevada Highway Patrol and EMS/Ambulance service is in the Caliente Fire Dept.

Dialing in on Rainbow Canyon, it appears the Caliente City Police offices have been rolled into the Lincoln County Sheriff's Dept and Nevada Highway Patrol and EMS/Ambulance service is in the Caliente Fire Dept.

But to be licensed by ADP the facility is required to provide a fire clearance from the fire authority that has jurisdiction, in this case the San Diego County Fire Marshal. The form required is ADP’s Form 850 and it is completed by the fire marshal then submitted to ADP.

In the case of JLB Ranch, the size of the house and layout determines the number of clients/staff that can reside at the facility, six clients and two staff.

As far as I know the only negative press that Fresh Start Sunshine Summit has received is a boil water order   http://boilwateradvisory.blogspot.com/2010_08_18_archive.html.

They do have three other houses they use for housing staff and at one time were issued a cease and desist order from the state due to housing clients.

The Barn is a building located on the same property where  JBL Ranch is located and they now used it to house staff ( students ?).

Just a note: The corporation NARCONON SAN DIEGO was suspended 03/18/2005. It is a Late Corporation. The only real corporation involved seems to be Narconon Fresh Start, using many names.

A Doing Business As (in California Fictitious Business Name) is a registered alias, registered at the county level. Web information is spotty. Los Angeles Country has now gone pre-Internet and won't divulge the owner of a name without physical presence in their office and $$. (D'fuck, maybe if I send them a telex message? So much for access to information of public record in the 21st century.)

The California State Association of Counties list of county web sites is totally 404, so Google is probably your friend for finding the county site which might tell you the owner.

Sunshine Summit Lodge is in San Diego County. For some reason, I remembered  Narconon JLB Ranch as being over the line in Riverside County, but the California Department of Health Care Services license/certification list says San Diego. *shrug*

To clarify, JLB Ranch is not one of the names of Sunshine Summit Lodge1 (that's what the * signifies on the cheat sheet), but it is in Warner Springs, so if the police department is the same, you might as well include it too.

By the way, if you go to the page for each Narconon, which you can reach from the sidebar Narconon Locations menu, there is info about the address, county, registered agent, management, etc.2 at the top, i.e.,

And I'm trying to hit these facilities one at a time (for ease of keeping track what I have in the works), and in the order of which ones have the most pending lawsuits first. So once I get the Warner Springs Fresh Start filed on, next up will be Colorado:

They have their call-in sales reg offices in Glendale, Los Angeles County

The owner of the house which is used as NARCONON JLB RANCH there is owned by staff member  George Veliskakis, whi lives in Temecula. That may be why Riverside county is mentioned, as the tazes probably get sent to his Temecula address

In addition to the main lodge address, and the ranch address, I need to also account for the barn, big house, top house, blue house, house across the street and adjacent house to the west.

Fortunately, two of those housing locations share the same address as the rehab building address. But I still need the few extra ones - blue house, house across the street and adjacent house to the west - and then I'll need to look up the last sale dates on those extra addresses and determine if I need to account for start date of police record requests.

All income and expenses for this entity are included in Narconon Fresh Start 's 990 tax forms, as are also Narconon in TX and the Southern CA facilities ( which has several fictitious names and was formerly run as a separate corp.. which is discussed elsewhere on the forum) Narconon Southern California, a CA corp became Narconon Fresh Start in 2010 as a corp name change.

However, there are 2 active entities operating in Colorado. It's very confusing, as the true and fictitious names and are intertwined at different point in time and filed with the Sec of State under different names.

In 2008, Glen Petcavige filed incorp papers for "a life worth saving' ( all lower case ). In 2009, he filed it as a nonprofit corp.  His last filing to the CO Secretary of State

JLB Ranch is about 2 miles west of the Lodge on Highway 79 unlike the Lodge it is owned by George Veliskakis which I'm sure he will deed to Narconon in time. "The Barn" which has been mentioned is also located on the same property and is not part of Narconon JLB Ranch. The Barn was never inspected by the Fire Marshall for a state license and I believe it has never been permitted.

CA SOS records on Halcyon Horizons, and Form990 info on Narconon Northern CA, both use the Gaffey Rd address and list October 15, 1990 as registration/formation date.

Santa Cruz County Clerk business search is only recent stuff. And California Property Assessors don't list ownership / sale history over the internet so that's no help either.

I went with January 1, 1995 start date for records on Watsonville. A few years after they opened, but 20yrs worth of records seemed large enough.

Moving on to Albion... If I recollect rightly this is Per Wickstrom and has possibly moved around abit? Anything else I need to know?

It's a mess because it's not centered around a company (with changing names) but several companies centered around Per Wickstrom. Which ones are Narconons or not seems to change moment by moment.

Earliest known business name registration with the state is 2008. While property records via LoopNet website show that Wickstrom's parent company, TIA Corporation, purchased this address in 9/7/2005 with original tenant listed as Narcanon Stone Hawk and current tenant listed as Narconon Freedom Administrative Offices. Some other property data website indicated there was a fire here in 2009.

So Imma gonna go with the 2005 date for a start date on my records request for this one. And mapping data shows the city of Albion police dept is very close by, so I'm assuming that the one to hit.

Thanks DH - I haven't moved on to Louisiana and Texas yet, but I should get to those locations next week.

MuckRock had a glitch brewing where requests on local agencies that weren't in their database yet wouldn't submit. So that slowed me down a bit this week. But it's all good now.

Yes! I noticed that, and your pages have been proving extremely helpful in this project.

I have the two largest rehab addresses in MI now filed on, and I'll revisit that state once those agencies get back to me (some of these cops are bitch-y, lazy, etc. so I try to avoid pressing my luck and only file one at a time in a given agency.) So now I'm shifting back to FL, then on to TX & LA.

JLB Ranch is about 2 miles west of the Lodge on Highway 79 unlike the Lodge it is owned by George Veliskakis which I'm sure he will deed to Narconon in time. The Barn was never inspected by the Fire Marshall for a state license and I believe it has never been permitted.

As Tony Ortega so graciously mentioned on his blog (http://tonyortega.org/2015/06/04/scientologys-plan-to-take-over-the-planet-all-ideal-orgs-saint-hill-size-by-2016/) today, the ongoing project I've been organizing ITT to gather a collection of police records on all of the Scientology-based drug and alcohol addiction rehabs in the US has landed a hit in Colorado with a major fee assessment.

So far, previously filled requests only required nominal fees for a few dozen records at most. Those costs were easily covered by either my own pocketbook and/or with the generosity of few private donors who have been supporting my larger FOIA project (https://www.muckrock.com/accounts/profile/DoxJunky/).

But the open records request I filed for Narconon Fresh Start in Colorado uncovered a huge stash of 135 police records and the fees are beyond our means. So I'm doing the public begging thang, and asking all my friends and collaborators in the anti-scientology sectors of the interwebz to toss in a few bucks for a crowdfunding campaign I launched to help raise the required fees that's being run on the MuckRock request page here:

The locations don't show up on the sidebar until we have something (dox) on them.  I'm considering making placeholder-type pages for those so that they will show up, lest someone think they're not narconons if they're not listed there, and end up going there thinking they were approved in some weird way.  I need to do a bit more consideration of that idea, though.

Of course, getting dox fixes that problem now, doesn't it.   ;)

Good grief! A Google search on Denham Springs Police Dept. reveals recent drug abuse / drug testing drama and a civil investigation that makes me cringe at the thought of dealing with them. So I sent an inquiry on jurisdiction to the Sheriff's Office instead and I'm hoping they say their the right agency to file on (fingers crossed)

I believe the Los Angeles one has been closed for a long time.

I think the Glendale one is administrative, and their call center is there.

THANK YOU as well Mary, now I got both sides of the law enforcement coin to figure out which agency has jurisdiction on each location.

Which is the tricky part of this exercise... popo and sheriff's don't overlap in responsibility for a given area, and I once thought it was "unincorporated" areas were sheriff's turf vs. police handling anything within a city/town limits. But that's been proven wrong several times now, and law enforcement jurisdiction seem to be like voting districts - the powers that be draw the damn limes however they see fit.

I agree! I've been paying closer attention to things like acreage, square footage, property value vs. number of beds ever since Trout Run. And seems to me there's a profile of a typical facility to be charted, and a possibly a trend with newer real estate investments being different than the ones that were setup over a decade ago. And I suspect that trend would tie into the new game of detox-only and halfway houses that vary from the original large group-home or nursing facility rehab.

I might be wrong on that passing observation though. Either way. that 70bed is definitely an outlier in the pattern.

Good grief! A Google search on Denham Springs Police Dept. reveals recent drug abuse / drug testing drama and a civil investigation that makes me cringe at the thought of dealing with them. So I sent an inquiry on jurisdiction to the Sheriff's Office instead and I'm hoping they say their the right agency to file on (fingers crossed)

Thanks DH. Unfortunately, the SD Sheriff's Department is one of the Cali popo agencies who have opted to interpret the discretionary power to withhold info however they see fit, in accordance with the loopholes in the state's open records for law law enforcement, in an extremely limited way.

Project update on this front:

Initial dox gathering on active facilities is nearly complete, with a handful of loose ends I still need to chase down. Moving forward, I want to pursue follow up record requests for the rehabs I already sumthin sumthin on as we start publishing the stuff I currently have hidden on MuckRock. I also want to take a few stabs at getting records on recently closed rehabs.

Excellent! Last time I checked you were getting really close to meeting it.

Amazingly, several hours after spreading words of thanks all around that I had met the set amount (which is only 2/3rds of the insanely high estimate that I expect will come in at much lower actual cost, but I selected the fundraiser option to allow the amount collected to overrun the amount asked for just in case) somebody threw an extra 25bucks at it!

JLB Ranch is about 2 miles west of the Lodge on Highway 79 unlike the Lodge it is owned by George Veliskakis which I'm sure he will deed to Narconon in time. "The Barn" which has been mentioned is also located on the same property and is not part of Narconon JLB Ranch. The Barn was never inspected by the Fire Marshall for a state license and I believe it has never been permitted.

The California db updated today.

Still no new license for Sunshine Summit Lodge. The only license showing for Warner Springs is Narconon JLB Ranch (http://umbraxenu.no-ip.biz/mediawiki/index.php/Category:Narconon_JLB_Ranch), and that's still due to expire November 30th.

Edit: Hang on, Sunshine Summit Lodge is back with a new license#

Yes, I found that out, too. We are awaiting documents which will hopefully reveal how Narconon Fresh Start finagled getting a new license for both Sunshine Summit Lodge and Hunting Harbor House despite the fact that their previous one expired and after I was specifically told by the  licensing agency that they didn't file required applications under the new regs, despite repeated requests from the state, sent multiple times within the 6 months before the previous license expired in 2015 timely, for both locations.

Will update related threads when we have receive the information
