Narconon Redwood Cliffs Rehab Review :

Here is my Narconon Redwood Cliffs Rehab Review, included in a copy of my recent email complaint to the CA facility Substance Abuse licensing agency, ADP - Alcohol and Drug Programs about Narconon's use of fictitious program names without registering them with their agency first.

Narconon Programs / Legal and Fictitious name issues.

Why is it that Narconon programs keep getting away with not registering their fictitious and corporate name changes with your agency before they begin operating under these names?

This has happened before, with Narconon Southern California changing it's legal name to Narconon Fresh Start. You cited NARCONON JLB RANCH Record ID 370087BN for not informing you of the name change from Narconon Southern California to Narconon Fresh Start, but you failed to cite them on keeping the old legal name on their HUNTINGTON HARBOR HOUSE Record ID 300077AN license. The legal name as Narconon Southern California no longer exists.

The legal name of all programs under the Narconon name in southern CA, is Narconon Fresh Start. This legal name was changed almost 3 years ago! You can search for both here: http://kepler.sos.ca.gov/. Only Narconon Fresh Start is listed.  You can look at your records for the program Narconon JBL Ranch to confirm this name change.

Now I have another issue to inform you about. This is in regards to another Narconon entity,  Narconon Northern California, marketing on the internet what is either a new unlicensed rehab facility or one or more of it's licensed programs under the program names REDWOOD CLIFFS, REDWOOD CLIFFS DRUG REHAB & NARCONON REDWOOD CLIFFS

It seems that Narconon of Northern California registered these names with the Santa Cruz County Clerk's Office on Jan 8, 2013, nearly a month after these sites went up and began advertising on the internet, using success stories of graduates to promote their program. You can see these ficitious names here:
http://sccounty01.co.santa-cruz.ca.us/clerkrecorder/asp/FBNDocDetail.asp?DocID=2013-0000064

The fictitious names they registered are:

Business Name             FBN Number         Registrant           File Date
REDWOOD CLIFFS          2013-0000064    NARCONON OF NORTHERN CALIFORNIA     1/8/2013

REDWOOD CLIFFS DRUG REHAB  2013-0000064  NARCONON OF NORTHERN CALIFORNIA
1/8/2013

NARCONON REDWOOD CLIFFS   2013-0000064     NARCONON OF NORTHERN CALIFORNIA
1/8/2013
http://sccounty01.co.santa-cruz.ca.us/clerkrecorder/asp/FBNDocDetail.asp?DocID=2013-0000064

Their web sites were registered in Dec 2012, with Success Stories of patients, which means they were operating as the above names before either having a license or not reporting to your agency their program name changes. You can see the website links, as well as the website registrations. The name Narconon is included on the main site
www. redwoodcliffsrehab .com/

You can also see the name Narconon here.
http :// www. redwoodcliffsrehab .com/treatment/redwood-cliffs-drug-rehab-therapy/

They are all over the internet advertising, displaying success stories from graduates yet they are not even registered with your agency. Some do not mention the name Narconon. You can see a google search of them here:

http://www.google.com/#hl=en&output=search&sclient=psy-ab&q=Redwood+cliffs+rehab&oq=Redwood+cliffs+rehab&gs_l=hp.12..0l2.1831.6611.1.8852.20.16.0.4.4.0.217.2678.1j13j2.16.0.les%3B..0.0...1c.1.4.hp.nAOowtrjBhk&psj=1&bav=on.2,or.r_gc.r_pw.r_qf.&bvm=bv.42768644,d.dmQ&fp=b67c912a47892205&biw=1024&bih=638

Here are the website domain registrations for some but not all of these web sites . They each have their registration information hidden through a proxy company so you can't tell that Narconon Northern California owns these sites:
http ://www. networksolutions .com /whois /results.jsp?domain=redwoodcliffsrehab .com

http://www
.networksolutions.com/whois/results.jsp?domain=redwoodcliffs
.com

http:// www. networksolutions .com/whois/results.jsp?domain=redwoodcliffsaddictiontreatment .com

http://www. networksolutions. com/whois/results.jsp?domain=redwoodcliffs.org

http://www .networksolutions .com/whois/results.jsp?domain=redwoodcliffsdrugrehab .org

http://www .networksolutions. com/whois/results.jsp?domain=redwoodcliffsaddictiontreatment .com

Your Status Report of 2/8/2013 does not list this Redwood Cliffs name for any and all of Narconon of Northern California licensed programs, nor does it have the correct legal name for HUNTINGTON HARBOR HOUSE
http://www.adp.ca.gov/Licensing/pdf/Status_Report.pdf

Narconon Northern California has many lawsuits filed against their programs, more than any facility in the USA, so that might explain the advertising of a fictitious name.

In recent months, Narconon Fresh Start ( formerly Narconon Southern California ) has already been caught by your agency operating 2 unlicensed facilities:
The Barn
35955 Highway 79
Warner Springs, CA 92086
License Number: Unlicensed Facility
Cease and Desist Issued: September 6, 2012
The Big House
35422 Highway 79
Warner Springs, CA 92087
License Number: Unlicensed Facility
Cease and Desist Issued: September 6, 2012
http://www.adp.ca.gov/Licensing/pdf/Suspended_and_Revoked_Programs.pdf

Are they doing it again with the Narconon Northern California programs? Or did they just change their 'doing business as' dba name and fail to report it to ADP? Perhaps a new name was decided, minimally, as their Narconon Vista Bay program has more lawsuits now than any other Narconon in the USA.

In summary:

You have to investigate why Narconon Fresh Start did not inform you of their legal name change on the HUNTINGTON HARBOR HOUSE facility license renewal.

You need to investigate whether Narconon Northern California is runnjng illegal unlicensed program under the name Redwood Cliffs at anew location(s ) or if they are operating their Vista Bay, Watsonville and Tahoe programs under a fictitous name which they then failed to report to you.

Thank you for your attention to this.

Good job Mary!  This business model they continue to use is based on deception and lies.  I dont see how the state lets them operate.

Hello, I recently had an experience with Redwood Cliffs.  After 4 days, I pulled my daughter from the facility after many red flags and I did a little research.  They are into her for $24,000 and have offered a refund of $8,000 which is unreasonable.  We went back with a counter offer but they refused to budge.  I would rather sue and pay a lawyer so they will have to defend themselves.  Has anyone thought about a class action suit?  I see that some cases are settled out of court, and I assume that is because Narconon does not want to have a settled court case out there as a precedence.  Is anyone willing to work together to help make our case one that makes a difference?

Hi jpridemore.  Welcome to Reaching for the Tipping Point.  I'm glad you got your daughter out after only 4 days.  Do you mind if I ask what the red flags were?  The Narconons are all very sneaky when it comes to marketing themselves, and have no integrity whatsoever, from what I can see.

Thanks for telling us about your experience with Redwood Cliffs, aka Vista Bay, aka Narconon Watsonville, aka Narconon Northern California.  There's another thread about that, here: http://forum.reachingforthetippingpoint.net/index.php/topic,12281.0.html

They expect a 4-day stay was worth $16,000??  $4000 a day??  That just boggles my mind, but just when I think I've heard the worst, something that's even worse comes up.  You are absolutely right that an $8000 refund is unreasonable, and I like your spunk.  They're hoping you're desperate enough to recoup whatever amount of your money as you can and that you'll take a low $ refund.

They do settle most of their cases, in fact, I think all have been settled to date, and the reason is both so they don't have a precedent, and so that their dirty laundry doesn't get aired in the courtroom.

We regulars at TP dream about a class action.  Mary McConnell will undoubtedly see your post, and reply, tomorrow.  She's more knowledgeable about some of the current actions going on than I am, so I hope she will have an answer for you.  If you see a under her name on her post above, you can click it to send her an email.  (I see them because I'm the admin, and don't know if she has it activated for everyone or not.)

If you wouldn't mind, it would be great to have you do the Narconon Survey, an independent survey about Narconon, but not by Narconon.  You can find it here: http://reachingforthetippingpoint.net/narcononsurvey/

In some ways a class action may not be the best way to go. While there is a commonality to many of these cases, many have their own unique twists that could be lost in a class action. It also makes it easier for narCONon to defend itself when many of the unique issues are stripped away to make a common case.

Another point is looking at what the Cof$/narCONon did to pressue the IRS into caving on the '93 Closing Agreement. They had "parishiners" use the legal version of "a death by a thousand cuts" by bringing 1,200 indivicual suits instead of a single class action, It overwhelmed the IRS legal staff.

While in the end it's up to the individuals and families involved, personally I'd like to see the individual suits continue. The "class action" I want to see is a Federal criminal RICO charge against the Cof$ and narCONon.

Hi jpridemore,

Thanks for joining Tipping Point and posting about your daughter's situation with Redwood Cliffs, the fictitious name for Narconon Northern California aka Narconon Vista Bay.

I think it would be a good idea for you and your daughter to contact the attorney who has been handling many of the lawsuits against Narconon up there.
