THANK YOU as well Mary, now I got both sides of the law enforcement coin to figure out which agency has jurisdiction on each location.

Which is the tricky part of this exercise... popo and sheriff's don't overlap in responsibility for a given area, and I once thought it was "unincorporated" areas were sheriff's turf vs. police handling anything within a city/town limits. But that's been proven wrong several times now, and law enforcement jurisdiction seem to be like voting districts - the powers that be draw the damn limes however they see fit.

I agree! I've been paying closer attention to things like acreage, square footage, property value vs. number of beds ever since Trout Run. And seems to me there's a profile of a typical facility to be charted, and a possibly a trend with newer real estate investments being different than the ones that were setup over a decade ago. And I suspect that trend would tie into the new game of detox-only and halfway houses that vary from the original large group-home or nursing facility rehab.

I might be wrong on that passing observation though. Either way. that 70bed is definitely an outlier in the pattern.

Internet Archive snapshots of the vistabay dot com website show Dec. 1 2010 as the first home page capture date where the site went from promoting a single rehab (Placerville) to promoting all three Vista Bays (South Lake Tahoe & Santa Cruz)

The "Vista Bay Santa Cruz" name was a new one for me. Until I seen that page is for Watsonville using yet another name variation.

Unlike other counties in California, the El Dorado Co. Assessor's website list property owner names.

South Lake Tahoe, property last sold date 11/14/2007 checks out cleanly and confirms it as being sold to Narconon Northern California: http://main.edcgov.us/CGI/WWB012/WWM502/A?Y=2007&N=70391&Q=1&S=ON#List

Placerville property is a different story. The string of last sold dates makes it look like the property bounced around between the same people who were renting/leasing it to Narconon for over a decade. Sonja Wall was the first new owner in 2000, then it went to Janet & Richard Rivera in 2001. Additional transactions in 2001-2003 show the Riveras floated it thru various trust incarnations. As the crow flies, East Baton Rouge Sheriff's Office - Central Substation looks to be the closest police. But there is also Denham Springs Police Department just a wee bit farther away. So I need to fire off a jurisdiction inquiry email to one or the other for confirmation.

Good grief! A Google search on Denham Springs Police Dept. reveals recent drug abuse / drug testing drama and a civil investigation that makes me cringe at the thought of dealing with them. So I sent an inquiry on jurisdiction to the Sheriff's Office instead and I'm hoping they say their the right agency to file on (fingers crossed)

According to the City Clerk of Battle Creek, only incident/investigation reports are available from local police departments in their county. The Calhoun County Consolidated Dispatch Authority has to be hit up for dispatch system call logs.  And the CCCDA website states it also covers Albion.
