I also have the information that the intake counselor is Owen Tarrington.  Owen Tarrington is a long-time employee of Per Wickstrom's, going back as far as the Narconon Stonehawk days.

It was also reported that The Way to Happiness is used there, the program is scientology-based, and that prescribed medication is taken away upon entry. 

Sorry I have nothing more definitive at the moment.  Later on today or tonight, I'll split the posts in this thread about BRS into a thread of its own and see if we can raise some more intel.

A Michigan firm wants to operate a 24-hour drug rehabilitation residential facility in a vacant former nursing home at 2440 Bowser Ave. Behavioral Rehabilitation Services of Harrison, Mich., has asked the city's Board of Zoning Appeals for permission to convert the 36,000-square-foot building into an operation that would create 30 full- and two part-time jobs. The local Faith-Based Mentoring Ministries last year proposed using the building as a long-term facility for people dealing with drugs and alcohol, but later withdrew the plan.

New Business: Proposed Special Use Permit for current Mannsiding Lodge Property. Chair Wentworth introduced the topic and Roger Carey gave a synopsis on it.

This is a special use permit request for turning Mannsiding Lodge into a 24-hour convalescent and rehabilitation facility. Attorney from the Slot Law Firm was in attendance.

Questions from the committee are as follows:

1. Is Great Lakes Treatment Centers, Inc. a private group or one that will take court referrals for rehab? How does the group gain access to clients?
 
Answer: It is a private group taking referrals through insurance coverage, generally requested by parents. It does not deal with court ordered situations.

Have they ever taken court-ordered clients?
Not that he is aware of.

2.Are these clients from outside the state or just inside Michigan?
 Answer: They are from anywhere in the country, bussed or flown in and back out.

3. Is the bus service a public transportation?

 Answer: No, it is a private shuttle service which will pick up the client and shuttle him/her to the facility.

4. There are 15 rooms available.  How many clients do you expect to have at a time?
Answer: With multiple people in rooms, there could be up to 45 people staying there.

5. What is the number of staff positions?
Answer: 35 positions have been listed in the paperwork.

6.What will be the number of nurses and what shifts will they cover? And what about security? Where are the security personnel trained and what is their certification?

Answer: The detox and intensive period of the rehab takes place at another location and this facility will handle the follow up treatment. There will be 24-hour security with security personnel accompanying clients on any outside activities as well as a 24-hour security system. Mr. Slot said that he would have information on staffing at the public hearing.

7.Are there other facilities in the state under this company?
Answer: No, this is a startup company. Tobin asked about the similarly named facilities which exist in the Upper Peninsula and any association with this group. Answer: Not associated at all. This group was set up as a corporation only a month ago by the Slot Law Firm.

Wentworth asked if the Per Wickstrom named in the letter from the sellers was the CEO of Great Lakes Treatment Centers, Inc? Mr. Slot said that Mr. Wickstrom had no part in the new company. Wentworth asked if there was any connection to Scientology? The answer was no.

8.What kind of program is it? Answer: This is a 12-step program which generally lasts about 45 days.

9. Can the clients check themselves out?
Answer: Yes, but they are not just released; they are taken by the shuttles either to the airport or the shelter where they were housed prior to coming to this facility or to a municipal area. If the family of the client does not take them, they also may be dropped at a homeless shelter.

Wentworth pointed out that the committee will need to consider, seriously, the safety and security of the citizens of Lincoln Township.

Public Comment: Werner Mantei voiced a concern about whether the health department has approved the kitchen for public use by Mannsiding Lodge. He will be contacting the health department to follow up on this.

Ms. Magiera answered that it is her job to make sure that all inspections are complete. She will check into the kitchen use and the mechanical.

Public Hearing for the above issue will be Tuesday, August 27, 2013, at 7:00 pm.

So I guess that's a big NO on the number of nurses, and security certification.

Even if detox is handled elsewhere, with that many beds for post detox people wouldn't they be required to have at least some nursing staff to handle routine medical issues common to drug abusers?? And dispense prescribed medications for things like blood pressure, or heart conditions??

Looks like Per is letting BEST DRUG REHABILITATION, INC. lapse in Indiana. The two principals listed don't match the Nevada ones, and I don't think they ever have. (Nevada is down right now, so I can't check.) I bet he fills out the forms with random names each time.

I guess I'm going to have to add state sub-boxes to my corporate infoboxes just for this guy.

   * Permits and approval from all applicable federal, state, and local agencies shall be required.

Suggested Conditions of Approval:
Should the Board find that the proposal meets the legal tests for approval; staff would preliminarily recommend the following conditions:

The Property Owner and Applicant shall execute and record a written commitment concerning the use and development of the real estate. The terms and conditions of the written commitment shall include the following conditions of approval in conformance with Board’s Rules of Procedure. The approval shall not be effective unless and until the property owners of the real estate have recorded, executed and delivered the recorded written commitment to the Zoning Enforcement Officer within 30 days of the decision.

   * Staff shall present a status report to the Board in 1 year. The applicant shall be present to answer any questions raised by the Board or staff. At that time, the Board may set a new public hearing to amend conditions as may be appropriate at that time or revoke approval if applicant is not in operation or not in substantial conformance with approved conditions.
   * Permits and approval from all applicable state, local and federal agencies shall be required.
   * Approval is granted for professional group residential use for up to 30 residents.
   * The number of employees/on-site office use shall be limited to 32 total full-time and part-time employees.
   * Any new light fixtures whether building-mounted or free-standing shall include shielding to prevent glare or light extending onto rights-of-way and adjacent properties. Any new parking lot lighting shall be a maximum of 10 feet high from grade.
   * No signage will be permitted and the residential appearance of the property shall be maintained.
   * Approval is granted to the applicant only.
   * Approval shall be terminated and of no further affect in the event the use of the property as a group home is not established within 12 months or is discontinued for a period of 24 months. Upon such termination, no reestablishment of the use in any form shall occur without favorable action (including new findings of fact/law and conditions of approval) by Board/ZHO or any successor agency.
   * The applicant shall be responsive to any concerns expressed by neighbors and law enforcement officials.
   * One program staff member shall be available on site at all times 24 hours per day.
   * Visitors shall not be permitted between 10 p.m. and 6 a.m. without approval of the administrator or director.
   * Any expansion of the facility shall require additional Board review and approval.
   * Paved off-street parking spaces shall be maintained in conformance with the Zoning Ordinance.
   * The Board of Zoning Appeals hereby grants the Fort Wayne Zoning Enforcement Officer or her/his designated staff authority upon written request to consider an extension of any Board approved condition, for a period not to exceed six months.

June 2015 Staff Update:
Just prior to the May 2015 public hearing, Staff was notified by the applicant that they would be unavailable for the public hearing. Staff conveyed this information to the Board at the public hearing and as no applicant was present for the public hearing, the Board continued the request to the June 2015 public hearing pursuant to the Board’s Rules of Procedures. Staff is unaware of any changes or new information since preparation of the May 2015 staff report.

Interesting thread! The Nevada corporation, STOP ADDICTION WITH FAMILY EDUCATION, INC., filed an "Application For Certificate of Authority" on November 2, 2015.

Interesting connection to Per Wickstrom: former Narconon Arrowhead staffer Erica D'Arcangelo is listed as a Director. A couple years ago, Wickstrom made hay out of a donation he gave to Elk Rapids High School's baseball team. Just a few hours after the event video appeared on a local TV station, three comments popped up on station's story page, giving major props to Wickstrom and Best Drug Rehabilitation.

One of the comments comes from "erica darc", but it's likely the post was written by Erica D'Arcangelo, a Narconon shill and president of the marketing firm, Web Content Development.

What a small world!

I wouldnt put it past Per to have some companies formed that are used as shell companies that his rehabs supposedly do business with.  This is right up his alley.

I know for a fact he hides his assets.  He has a $250,000 car in his garage that is in his mothers name.  There was one company that he and his friend Pat formed that was used to fraudulently get loans also.  I forget the name but it was some sort of paving company.
